Despite的逻辑问题。Despite 是“尽管” ，“即便如此”的意思。为啥说“despite”马德里升了一点，东京还是降了不少？不存在马德里升了东京就会升的普遍关联性，这个despite让人抓不着头脑。你可以说“despite”GDP增长迅速，失业率降低，但某城房价还降了不少。你可以说“despite”全国范围内的房屋均价升了，但是某城的房价降了不少。

dips declined连在一起当然是错误的用法，但即使分开，用在两部分里也不太妥。Dip和decline 虽然都是向下的意思，但是意思有点区别。Dip 一般是指短期的，比较突然的下降，用dip的话后市有很快反弹的可能性。Decline 一般是指长期的，比较缓慢，持久的下降，后市没有短期内回头的希望。以5年为单位，讨论20年间的房价变动，宜用decline。幅度较大可以用fall。

这种情况使用“witnessed” 通常会放在price前面，城市名后面。但是这里有两句，如果把前句的两个城市放在后面，后句的两个城市放在前面，便于比较四个城市，会改进可读性。
