（一）科学性原则
英语试题的科学性原则，主要体现在三个方面：一是检测的内容不能有错误、二是检测的形式要合理，三是检测的结构要恰当。
一、是检测的内容不能有错误。要避免出现内容错误，首先，不能出“模棱两可”题,其原因主要有三： 1、忽视了在题干中提供必要的限制条件。 2、只注意了某些“旧的”语法规则而忽视了语言发展的新信息。3、把某些目前仍处在争论之中的语言现象片面地看作是“规则”，而忽视了这些内容尚未定论这个事实。其次是只注意了语境，而没有注意其语言的真实性、交际性和实用性。
二、检测形式的合理是根据其目标：综合语言运用能力的培养来设计它的形式，构建一个能实现其教学目标的相对稳定且可调的动态模式。
三、检测结构的恰当。 在对目标及要求的分析下，确定所要考查的范围，根据其范围划分出要测试的几个主要方面。然后按照这几个方面划定出要测试的几个部分，同时划分出各部分间的比例。考试的性质能否体现，目标能否达到，往往就反映在各部分的比重上，通过它的反拨效应，直接左右着教学的发展方向。最后是根据考试时间确定其总题量。
（二）目标性原则
中学英语教学最主要的目标是培养学生的综合语言运用能力，它是在语言技能、语言知识、情感态度、学习策略和文化意识等基础上发展起来的能力，它主要包括语言能力、语篇能力和语用能力。因此英语命题的目标主要应体现在以下几个方面
1、语言知识的识记能力
教学中，我们常说不要”死记硬背”，但这并不是说什么都不要记，什么都不要背，只是不要“死”记“硬”背而已。可以设想，如果学生不读不记英语单词、语法、句型，那如何能掌握单词的含义、词语的固定搭配及句型的用法呢？为了检测学生对词汇、语法、句型、话题的识记能力，试题中应适量体现这方面的内容。如don’t eat that meat, it smells _______. a. dirty b. delicious

2、所学知识的领会能力

教师教学中，应该培养学生良好的学习习惯并形成适合自己的学习策略，激发学生接触异国文化，帮助学生开阔视野，提高跨文化交际能力。为此设计试题时就应该选择一些检测英语国家的文化知识（历史地理、风土人情、传统风俗、生活方式、文学艺术、行为规范和价值观念等）及学法的内容。如：写作 马上要期末测试了，请你根据自己的情况设计一份英语复习计划，词数在60-80词，目标明确，方法得当，语句较通顺，无大的语法错误；再如2000年重庆市的完形填空关于学习效率的文章。
4、语言技能的综合运用能力
检测综合运用所学知识的能力，实际上就是将测试基础知识与分析理解能力融于一体，考查学生根据所学知识灵活应变地解决问题的能力。
5、综合语言运用能力
着重检测学生的综合语言技能和语言应用能力，同时渗透情感、策略和文化的考查，力争科学地、全面地考查学生初中阶段所具有的语言水平。
（三）现实性原则
现实性原则指命题的内容或材料要具有时代性与学生的实际性原则。测试是检测教学的一种手段，同时又是总结教学经验、改进教学方法和管理、反映教学效果和提高教育教学水平、衡量学校办学质量的一种重要途径之一，其最终目的是为教学服务。因此，试题设计必须依据教学大纲和教材，符合教与学的实际，体现课程标准的新理念。只有这样才能测试出学生的真实程度，反映出教与学的真实情况，有利于促进教与学，不能命制超纲越本的试题
（四）功能性原则
测试要起到促教导学的作用，因此，设计试题就必须突出其以下功能:
1、培养交际能力
测试不仅进行书面检查（笔试），而且要测试听力和口语表达能力。听力测试是突出交际功能的一个重要方面。因此设计听力测试题应以“听音理解型”为主，不应把脱离语境的单纯辨音题作为考试内容，如单句理解、对话理解、短文理解等就是听音理解型的题。当然口语测试更是能体现学生对语言的运用能力，因此在命题形式上最好加入口试。如虚拟对话场境、口头作文、根据故事发展，补充结局等。
2、激发学习兴趣，建立稳定的学习动机
爱因斯坦说过，兴趣是最好的老师。课堂教学要注意培养学生学习英语的兴趣，同时引导学生把兴趣转化为稳定的学习动机，树立自信心，形成健康的人生观，设计试题亦不例外。例如
（l）、单项选择题的设计，题干内容应与学生身边的日常生活实际密切相关的语境，使之成为鲜活生动的语言。
（2）、设计完形填空、阅读理解、等以语篇为材料的试题时。所选短文在注意其适用性的同时，应考虑其趣味性，选材要新,要有时代性和思想性。 （3）、书面表达题的设计，应多用看图、看表格写话，写书信，写日记等“写”而不是“填”的形式，充分发挥学生的观察、思维、想像能力和创新精神。
3、培养合理利用资源的能力
教学中培养学生的学习策略和文化意识，利用多种教育资源进行学习，以丰富学生文化知识和具有终身学习的能力，因此在命题时也应充分体现。如标志，广告，招聘，车、船、飞机信息（时刻表）等贴近学生实际和日常生活材料；社会的热点问题如环保、人口、上网（下载信息）、wto、股票行情等这些贴近时代内容健康的材料等等。
4、培养应变能力
设计试题要注意做到题型新、立意新、角度新。其中角度新则有助于培养学生的分析应变能力。要巧妙设置情境，让学生透过情境去分析推理提高学生观察辨别、灵活运用语言的能力。
（五）发展性原则
发展性原则包括命题内容及形式的可变性及学生终身学习的策略性，形成自主学习的能力，同时英语是一门语言文字学科，它随着时代及经济的发展而不断发展变化，出现新的语言现象的情况。学习外语，重在模仿，只要是英语国家已经普遍使用的说法或写法，我们完全可以学习模仿，以此增强学生的文化意识，因此命题时必须考虑到语言的发展性以及形式的调控性。如you’d better do it _____ your mother did. a. when b. as c. like d. because 此题的标准答案是b，这无疑是正确的，但命题人却没有注意语言的发展性，现代英语和课本中c也是正确的。
