（一）科學性原則
英語試題的科學性原則，主要體現在三個方面：一是檢測的內容不能有錯誤、二是檢測的形式要合理，三是檢測的結構要恰當。
一、是檢測的內容不能有錯誤。要避免出現內容錯誤，首先，不能出「模稜兩可」題,其原因主要有三： 1、忽視了在題干中提供必要的限制條件。 2、只注意了某些「舊的」語法規則而忽視了語言發展的新信息。3、把某些目前仍處在爭論之中的語言現象片面地看作是「規則」，而忽視了這些內容尚未定論這個事實。其次是只注意了語境，而沒有注意其語言的真實性、交際性和實用性。
二、檢測形式的合理是根據其目標：綜合語言運用能力的培養來設計它的形式，構建一個能實現其教學目標的相對穩定且可調的動態模式。
三、檢測結構的恰當。 在對目標及要求的分析下，確定所要考查的范圍，根據其范圍劃分出要測試的幾個主要方面。然後按照這幾個方面劃定出要測試的幾個部分，同時劃分出各部分間的比例。考試的性質能否體現，目標能否達到，往往就反映在各部分的比重上，通過它的反撥效應，直接左右著教學的發展方向。最後是根據考試時間確定其總題量。
（二）目標性原則
中學英語教學最主要的目標是培養學生的綜合語言運用能力，它是在語言技能、語言知識、情感態度、學習策略和文化意識等基礎上發展起來的能力，它主要包括語言能力、語篇能力和語用能力。因此英語命題的目標主要應體現在以下幾個方面
1、語言知識的識記能力
教學中，我們常說不要」死記硬背」，但這並不是說什麼都不要記，什麼都不要背，只是不要「死」記「硬」背而已。可以設想，如果學生不讀不記英語單詞、語法、句型，那如何能掌握單詞的含義、詞語的固定搭配及句型的用法呢？為了檢測學生對詞彙、語法、句型、話題的識記能力，試題中應適量體現這方面的內容。如don』t eat that meat, it smells _______. a. dirty b. delicious

2、所學知識的領會能力

4、語言技能的綜合運用能力
檢測綜合運用所學知識的能力，實際上就是將測試基礎知識與分析理解能力融於一體，考查學生根據所學知識靈活應變地解決問題的能力。
5、綜合語言運用能力
著重檢測學生的綜合語言技能和語言應用能力，同時滲透情感、策略和文化的考查，力爭科學地、全面地考查學生初中階段所具有的語言水平。
（三）現實性原則
現實性原則指命題的內容或材料要具有時代性與學生的實際性原則。測試是檢測教學的一種手段，同時又是總結教學經驗、改進教學方法和管理、反映教學效果和提高教育教學水平、衡量學校辦學質量的一種重要途徑之一，其最終目的是為教學服務。因此，試題設計必須依據教學大綱和教材，符合教與學的實際，體現課程標準的新理念。只有這樣才能測試出學生的真實程度，反映出教與學的真實情況，有利於促進教與學，不能命制超綱越本的試題
（四）功能性原則
測試要起到促教導學的作用，因此，設計試題就必須突出其以下功能:
1、培養交際能力
測試不僅進行書面檢查（筆試），而且要測試聽力和口語表達能力。聽力測試是突出交際功能的一個重要方面。因此設計聽力測試題應以「聽音理解型」為主，不應把脫離語境的單純辨音題作為考試內容，如單句理解、對話理解、短文理解等就是聽音理解型的題。當然口語測試更是能體現學生對語言的運用能力，因此在命題形式上最好加入口試。如虛擬對話場境、口頭作文、根據故事發展，補充結局等。
2、激發學習興趣，建立穩定的學習動機
愛因斯坦說過，興趣是最好的老師。課堂教學要注意培養學生學習英語的興趣，同時引導學生把興趣轉化為穩定的學習動機，樹立自信心，形成健康的人生觀，設計試題亦不例外。例如
（l）、單項選擇題的設計，題干內容應與學生身邊的日常生活實際密切相關的語境，使之成為鮮活生動的語言。
（2）、設計完形填空、閱讀理解、等以語篇為材料的試題時。所選短文在注意其適用性的同時，應考慮其趣味性，選材要新,要有時代性和思想性。 （3）、書面表達題的設計，應多用看圖、看錶格寫話，寫書信，寫日記等「寫」而不是「填」的形式，充分發揮學生的觀察、思維、想像能力和創新精神。
3、培養合理利用資源的能力
教學中培養學生的學習策略和文化意識，利用多種教育資源進行學習，以豐富學生文化知識和具有終身學習的能力，因此在命題時也應充分體現。如標志，廣告，招聘，車、船、飛機信息（時刻表）等貼近學生實際和日常生活材料；社會的熱點問題如環保、人口、上網（下載信息）、wto、股票行情等這些貼近時代內容健康的材料等等。
4、培養應變能力
設計試題要注意做到題型新、立意新、角度新。其中角度新則有助於培養學生的分析應變能力。要巧妙設置情境，讓學生透過情境去分析推理提高學生觀察辨別、靈活運用語言的能力。
（五）發展性原則
發展性原則包括命題內容及形式的可變性及學生終身學習的策略性，形成自主學習的能力，同時英語是一門語言文字學科，它隨著時代及經濟的發展而不斷發展變化，出現新的語言現象的情況。學習外語，重在模仿，只要是英語國家已經普遍使用的說法或寫法，我們完全可以學習模仿，以此增強學生的文化意識，因此命題時必須考慮到語言的發展性以及形式的調控性。如you』d better do it _____ your mother did. a. when b. as c. like d. because 此題的標准答案是b，這無疑是正確的，但命題人卻沒有注意語言的發展性，現代英語和課本中c也是正確的。
