2011年版《大綱》突出了對考生應用表達能力的要求，將對考生的能力要求細分為A、B、C、D四個等級。
相關成考輔導老師介紹，與2011年前的考試相比，新版大綱對作文的難度要求有所降低，寫作部分不再要求掌握「常用應用文(通知、申請書、感謝信、求職信、啟事)」的寫作要求和基本表達方式;刪除了「聯系實際選取獨特角度，寫出內容新穎、見解深刻、生動形象、富有文採的文章」等要求。但由於作文題目由兩篇變為一篇，實際上也降低了容錯率，考生要對作文給予足夠的重視。
作文題是如何「做錯」的呢?考生常出現的問題是審題不清。尤其是年紀較大的考生，上學時往往接觸命題作文較多，而現在話題作文則成為了各類語文考試的主流形式。
以2015年的作文題目中的「彩虹橋」事件為例，命題要求是根據材料，寫一篇不少於600字的文章，題目自擬，除詩歌外文體不限。有些考生就只抓住了「彩虹橋」的題眼，只是將自己的人生經歷和該意象比附，完全不顧材料事件本身，就算結尾扣題，也仍然會失去較多分數。
