現在對付亂吐亂扔等不文明行為各地都推出了比較嚴厲的處罰辦法，但是很多人對罰款根本不當一回事，電視中也演過這種現象：「隨地吐痰，罰款五元」城管人員把罰款單給隨地吐痰者，吐痰者交給城管人員十元錢，城管人員剛要找錢，那人卻說：「別找了，我再吐一口」，由此可見罰款的作用也是微乎其微。要想從根本上治理城市的這些不文明行為，當務之急還是下大力氣提高市民素質，進行「處罰與教育相結合，管理與疏導相結合」， 建立一套完善的管理機制，努力營造良好的城市環境。
我們每天都要生活在這個城市中，亂吐、亂扔等行為，看似生活中的細節問題，卻是一座城市環境意識最直接的體現。試想一下每天生活在一個臟亂的城市裡，人們會有心情去工作去學習？會對這個城市產生感情嗎？人與環境是可以互動的，如果城市環境越變越靚，同時市民素質也會不斷提高。
